T.I. and his wife Tiny were among the many celebrities, politicians and community activists who flooded Chicago’s 83rd Annual Bud Billiken back to school parade. Billiken is a fictional character that was published in the Chicago Defender newspaper; Billiken urged Chicago students to return to school.
